Virginia SCC Public Hearings

2/4/2011

We attended a couple of the Virginia SCC hearings in Winchester and Purcellville on Wednesday and Thursday.  Although there didn't seem to be as many people testifying as last time, the quality of the comments was outstanding!  Virginia went from somewhere around 20 intervenors (respondents) in the last case to well over 100 this time, so I'm sure that had a lot to do with numbers as well.  Intervenors are prohibited from speaking in their home state, however there is no restriction on intervenors from other states speaking.

The longer this case drags on, the larger and more knowledgeable the opposition becomes.  I was very impressed with all the testimony (not including PATH shills, since what they offered could hardly be classified as "public" testimony) at the two sessions I attended.  A couple of themes definitely emerged:

1.  14.3%   Greed, not need!

2.  Dominion's Alternative One as a sensible, economical alternative to PATH that obviates any supposed "need" to acquire new rights-of-way and spend billions of dollars on a PATH to nowhere.

3.  PATH has no endpoint.  Frederick County, Maryland, has denied siting of the substation.

4.  PATH has been smokin' something wacky!  Funny phrase and even funnier that I've heard it quite a few times in the past couple of days.  Puts a whole new spin on the PATH Pink Elephant cocktail (5 parts pure grain alcohol and one part Pepto Bismol) recently concocted by one of our regular readers.

5.  The citizens of all three states have formed a cohesive, active, regional opposition group that continues to rack up victory after victory.  All three states were represented through testimony at the Virginia hearings.

6.  PATH can't resist deploying shills to speak in favor of their project.  They still can't manage to make them appear knowledgeable or believable, however.  Will PATH ever learn that slimy, unethical PR programs are only causing them even more resistance and public disfavor?

Here are two copies of testimony submitted about PATH's lack of ethics:

Winchester

Purcellville

And here are links to a couple of newspaper articles that support the Purcellville comments.

Winchester Star
Leesburg Today

Be sure to read Bill Howley's correction of the garbage Ron Poff was spouting in the Winchester Star and Leesburg Today articles here.  Aw shucks, Poff's good ol' boy farmer act is wearing thin already....

We all get it, but PATH continues to pee on the public's leg and tell them it's raining...

ROUT!!! Go citizens! Bet PATH is examining those guarantees for abandoned project returns very carefully. Here are some questions I pose to philosophers and economists and actuaries of all views and education levels (especially noting that the free and informal education of life experience is often the most valued!) If an abnormally high ROI is supported by the argument of abnormally "high risk", why does there have to be a guaranteed payback for investments that are abandoned? Another: If unethical activities can be presumed to anger the opposition, how can costs related to the resulting firestorm be considered beyond the control of the party behaving unethically? Finally, who should take the financial hit when a private party (i.e. PATH) tries to derail elected officials' SWORN loyalty to their constituents and fails? I'd love to hear some earthy common sense answers to these conundrums!

P.S. PSSST! - Keryn, you only told them about the three PATH states' coordinated opposition. When do you want to let them know about our citizen friends from other states? OOOOPSY ... hope I didn't attract the attention of the intelligence gatherers on PATH's payroll! Its just nuts that PATH (we) have to pay for intelligence that is available to everyone via the internet. Unless, of course, the vendors are engaging in activities that teeter on the edge of legality. And PLEASE, I encourage everyone to heartily thank their public officials who have made huge strides in transparency of public records. A mere 5 years ago, none of this would be possible.

And say thanks to AMP-Ohio and ODEC who were the voices of reason at FERC when the protocols were being constructed. They set it up for the citizens and are probably enjoying the resultant show. Not all corporations are in it for the wrong reasons.

Hey J.M. - I think the use of "intelligence gatherers on PATH's payroll" is a bit of an oximoron. It's quite a stretch to assume they are doing any fact finding on there own. As proven time and time again, it's the citezen groups that continually do ALL OF the "intelligence gathering" for these morons. They simply have sat and waited for the various citizen groups to spoon feed the info to them. The citizen groups have had to dig and fight to get the info that is suppose to be "transparent." PATH continually argues and tries to block this info., even whining to the various PSC's about how the citizens are "bullying" these huge corporate giants.
Bottom line - if this STOOOOOPID project could stand on it's own merit, if it were truly needed and benificial, then this would all be over with by now. We all would simply be new found friends thanks to PATH. However, the continual delays (designed for re-cooking), the continual arguing to surpress information, the continual waisting of my money and yours to pay for lobbying, propoganda, shills and astroturff front groups, etc... tells the true "tale of the tape"... PATH CAN IN NO WAY PROVE THIS STOOOOPID PROJECT BENIFITS ANYONE EXCEPT LINING THE POCKETS OF THESE HUGE CORPORATE SHAREHOLDERS! END OF STORY!
Hey PATH, (cause we all know you're waisting my money to read this) if you have your game together, why all the BULL$#!+? Virginia has shown they are tired of this game and is forcing you to go forward, the rest are soon to follow. Randy Palmer once asked me, at a public meeting in Harpers Ferry West Virginia, point blank, "when are you people going to give up?" You thought you'd wear US down? I explained to him that evening that we would give up ONLY when they do the right thing!
GO AWAY PATH AND STOP WAISTING MY TIME AND MONEY!

Are there really any "good" corporations? Or are we just so jaded after dealing with PATH's BS over the past nearly 3 years that we are skeptical of all corporations? I'll give anyone a chance to prove that they can stand by their promises and be honest. However, they only get ONE chance. Once they screw up, it's over.

Oh, and interesting questions, JM. I've actually got something along those lines stacked up in the "future posts" pile that's been growing by leaps and bounds this week while I flitted from meeting, to event, to meeting. I'll try to get it up this weekend because next week isn't looking much better.

I saw the garbage that the PEAT guys were spouting. Your readers might be interested in my explanation of Ron Poff's "electrons are from lalaland" line. http://calhounpowerline.com/2011/02/05/citizens-testify-at-scc-public-hearings-peat-guys-spout-nonsense/

Ah yes, the "electrons" reappear. You mean Poff didn't talk about buckets and water flowing? You can't tell which H2O molecule comes from what source, right? WRONG! Keryn, would you - pretty please - link back to my comment on your Barnyard Miasma piece on 12/7 ? I cut and pasted an article with extensive quotes by one of PJM's founding fathers who explains exactly how the strategy for "unhedgeable congestion" works. In short, when you open the door for power to flow through a congestion point, the cheap stuff gets to flow through first. Perhaps Poff should check with PJM before he so clearly contradicts their planning process. Steve Herling and PJM are still there (for now). Poff should have no trouble tracking them down. They will be the ones hard at work back at their NIETC drawing board, plotting new schemes by the light of midnight oil. During the day, they will be hard at work, plodding around trying to make nice "consulting" with states, environmental regulators, public policy geeks and perhaps even(teeheee)PEOPLE! (By Court Order, no less....AHHHHH, I love the sound of that.) Oh, and you might catch them at shoe repair shops replacing worn out treads...or at tailor shops reinforcing their Cavali slacks at the knees. The better to beg for mercy, my dears.

Keryn Newman blogs here at StopPATH WV about energy issues, transmission policy, misguided regulation, our greedy energy companies and their corporate spin.
In 2008, AEP & Allegheny Energy's PATH joint venture used their transmission line routing etch-a-sketch to draw a 765kV line across the street from her house. Oooops! And the rest is history.

    StopPATH Blog

StopPATH Blog began as a forum for information and opinion about the PATH transmission project.  The PATH project was abandoned in 2012, however, this blog was not.

StopPATH Blog continues to bring you energy policy news and opinion from a consumer's point of view.  If it's sometimes snarky and oftentimes irreverent, just remember that the truth isn't pretty.  People come here because they want the truth, instead of the usual dreadful lies this industry continues to tell itself.  If you keep reading, I'll keep writing.
