More Than Meets the Eye?

There's that smell again... the pungent aroma of an overflowing outhouse on an August afternoon.  The smell seems to be coming from Clean Line Energy Partners.  Again.

What do Russian investment schemes, tax fraud, human rights violations, and clandestine meetings have to do with Clean Line Energy Partners?  I'm not really sure but there's an aroma that's hard to deny.  Somewhere embedded in this scandal is Ziff Brothers investments, the same Ziff brothers who held a majority interest in Clean Line Energy Partners until recently out-invested by Bluescape.

Bluescape has invested more than $73M in Clean Line?  Why?  Clean Line hasn't been making any headway in getting its proposed projects approved and built.  Instead, Clean Line seems to be regressing with the recent crop of court opinions that invalidated permits previously granted, or prevented new permits from being issued.  Where's the draw?  What makes investing in a company that is retreating further and further from realizing revenue so attractive?  Do you smell it?

Now we find Clean Line investor Ziff Brothers smack dab in the middle of today's Russian scandal.  The accusation has been made that Ziff Brothers evaded taxes in Russia in the amount of millions, and may ultimately own shares in a Russian company that foreign interests are prohibited from owning.  And this isn't the first time Ziff Brothers got a mention in some foreign corruption scandal.  There was the African thing.  Accusations have been made in Australia.

But what's going on here at home?  News reports indicate: "According to available information, the Ziff Brothers were involved in funding both of Obama's election campaigns and have been dubbed by the U.S. media as `the Democrats' main sponsors," Veselnitskaya wrote, in a Russian language document translated by NBC News."

And we've yet to uncover what exactly prompted the Obama administration's Department of Energy to use Section 1222 of the Energy Policy Act as a vehicle to promote Clean Line through a shady RFP with extra-statutory provisions for "renewables" and the subsequent murky two-step march to ramrod it through without proper due process.

Clean Line still bravely claims that its projects are "moving forward," despite its obvious lack of customers and revenue prospects.  And investors keep investing in the company, long past the time when any other legitimate transmission company would have abandoned the idea.  Other companies have shareholders they have to answer to, and public scrutiny of their finances.  Clean Line?  Well, it's not a publicly traded company, and it has no public rate structure.  It's all a murky mystery.  How does a company that hasn't built anything and has no revenue spend upwards of $200M attempting to get permits?  Is this all on the up and up?

And when might the U.S. Dept. of Energy launch an investigation of the Sec. 1222 process?  Or does the DOE enjoy "participating" in a transmission project with a third-party investor mired in the current Russia scandal?  Has  our own government participated in this international scheme? 

Money, politics, money, influence, money, shell companies, money, tax evasion, money, money, money.  And what's that smell?

Absolutely time for an INDEPENDENT audit of "Clean" Line and the DOE. Period.

I have twice asked the DOE Inspector General to investigate the DOE/Clean Line relationship. The IG did not even respond. I have asked members of the Arkansas Congressional Delegation to investigate. They have not done so. They are more interested in talking about investigating than in actually doing it. I have tried to get journalists interested enough to do some digging. What a joke! Most "journalists" couldn't find beer at a keg party.

I just read another article about the Russian deal. Remember the Russian attorney that met with Donald Jr before the election? Looks like her primary goal was to shine a spotlight on some dirt involving billionaire donors to Clinton. The donors were the Ziff brothers. Turns out she gave the same information to a member of the Arkansas congressional delegation, Rep. French Hill. Can anyone tell me why Hill hasn't been asking for an investigation into the Ziffs, Clean Line, and the DOE? Could it be that the senior member of the Arkansas delegation is afraid of what an investigation would uncover?

This is eating at me. Who spends $200 on regulatory applications? In comparison, I googled "Southwire merger". Southwire bought a competitor for $786 million. Clean Line investors could have acquired 1/4 of a legitimate company for the price they are paying on regulatory applications!

If Clean Line has blown the budget this much on paperwork and lawyers, how do they intend to build a project on budget?

They can't. At best they'll flip the projects to someone else before construction. At worst, this was never about actually building transmission lines, but about some other scheme. How does one blow $200,000,000 on regulatory applications? At what point I this a scam?

An FBI investigation would be needed to open Clean Line's books.

There has always been a smell of corruption. There have been too many Arkansas politicians refusing to take a stand on the proposed transmission line. One Senator's aide got pissed at my persistent questions. He asked if I thought Clean Line had bought the Senator's support. No, I replied, just his silence.

So Ziff's invest in Russian gas, Alberta oil sands where they suck all the cash from the company before going public, and Canadian natural gas. Then there is Och-Ziff Investment pleading guilty to the Foreign Corrupt Practices Act.

So what did Ziff's see in Clean Line? Was it just the possibility of a quick buck through arbitrage? Did Ziff see an opportunity to buy the easements with the threat of eminent domain on the low and sell the project to National Grid or was the something else?

Spending 200 million on regulatory process does seem to be a lot of money. Is Clean Line just a back door mechanism for donating to politicians and PAC's? Something is weird here. 200 million on state and federal utility applications is absurd. It's starting to remind me of the "restaurant supply store" in town here. For a couple years we never really saw it open for business. It just seemed odd. Finally it gets raided by the lw enforcement and we learn it was a drug money laundering business. Something doesn't add up here.

Historically Ziff's take on energy investments that are rigged in their favor. None of their investments are in "clean" energy. If anything, their other investments are various degrees of diety business.

I guess I'm wondering if Ziff's are willing to break the rules in Russia and Libya, what are they doing in Washington?

Is Skelly using the investors or are the investors using Skelly? Is it a mutual understanding, or is it a puppet/master relationship? Who is the puppet and who is the master?

Skelly has a little to gain by keeping Clean Line's hopeless dream alive, he's collecting a paycheck, and prolonging a status his ego believes exists. But I'd bet he's a puppet.

As the consensus is suggesting, there's probably a totally alternate reason Clean Line is still around. What a clever name for a money laundering/funneling scheme! We know that nobody on the Clean Line staff is creative enough to have come up with something so witty, so I'm guessing it's not a mutual understanding, just a happy circumstance that Ziff probably chuckled about over his scotch. The puppets have their heads in the sand.

Look at what other garbage the Ziffs have been a part of. Do you really think they didn't know Harvey Weinstein was a maniacal pig? I pay very little attention to Hollywood, and I'd gotten the impression he was a ticking time bomb a decade ago. You're telling me a board member/investor didn't know? But Ziff didn't have the foresight to cut ties until the scandal broke, the money was just too good. And now the master has no more use for that puppet, so the strings were cut.

I think the Ziffs seek out these morally bankrupt, egotistical types to puppeteer the dirty work, or their "Clean" work, as the case may be. So what's it going to take for Skelly's strings to be cut?

In the meantime, dance with your hands in your pockets Skelly! Dance in a Carhartt costume Jimmy! Dance and chew Hans! Dance for us in private, Jayshree. Sit still Lawlor, it's embarrassing.
