How did PATH spend your money in 2010?

Although the Formula Rate Annual Update of PATH's 2010 expenses isn't due to be filed until June 1, here's a little preview for all of you who are interested in getting more involved in the process this year.  All of the numbers in the Annual Update come from Form 1.  The PATH Companies filed their FERC Forms in mid-April.

For FERC accounting purposes, the PATH project is (unevenly) split between two PATH companies.  PATH-WV is AEP's portion of the project.  PATH-Allegheny is Allegheny/FirstEnergy's portion of the project.

Take a look at the Form 1 numbers.  You will notice account numbers on many of the line items.  These correspond with FERC's Uniform System of Accounts (USofA).  If you want to know what kind of expenses a certain account contains, you can look it up.

As an example, let's take a look at the numbers for some of the accounts that were part of the Formal Challenge on PATH's 2009 expenses.  This certainly isn't an exhaustive list of potential trouble spots, but are some of the places where PATH likes to "hide" the expenses of their External Affairs (PR spin) war on the citizens.

Account 426.1 - Donations
PATH combined expenses for 2010 - $65,090
Compare to combined 2009 expenses - $53,054

Account 426.4 - Certain Civic and Political Activities (lobbying)
PATH combined expenses for 2010 - $378,396
Compare to combined 2009 expenses - $314,793

Account 923 - Outside Services
PATH combined expenses for 2010 - $2,376,559
Compare to combined 2009 expenses - $2,025,624

Account 930.1 - General Advertising
PATH combined expenses for 2010 - $613,815
Compare to combined 2009 expenses - $2,104,925

Account 930.2 - Misc. General Expenses - This is where PATH stuffs their "industry association dues for company memberships."
PATH combined expenses for 2010 - $97,137
Compare to combined 2009 expenses - $77,037

The numbers tell a story.  PATH spent even more of your money on these activities in 2010, with the exception of advertising, which fell.  Why do you think that happened?  Interested in asking PATH some questions?  Hold on to that thought... you'll get your chance this summer when PATH holds their Annual Update meeting in July.  Meanwhile, take a look around...

Since PATH died in the state PSC cases, we have lots of time this summer. Let's all go see Randy in July when the PATH companies open their books for their 2010 robbery (sorry) cost recovery. It would be great if about 50 of us showed up at the fancy DC law office.

Of course... because Randy would be lonely without us. We've been to 2 different meetings, and both times us ratepayers were the only ones who showed up in person. And usually, we're the only ones who ask any questions.

Besides, you can cash in and partake of the "free" (paid for by you) food & drink! Might as well get a little something back....

B.Y.O.B - Bring your own bucket! Of course, how silly are we going to look on the metro carrying buckets?

Prepare for the "no buckets allowed" rule now. sigh.

Oh Keryn, you spoke semi-publicly too soon. I would love to see the expression on Whaaaaandy's little bald face when a bunch of ordinary folks showed up with their own buckets in hand to collect their piece of the greedy little pie.

But... but... but... we don't get any pieces of their greedy pie... we're baking the freakin' thing for them!

Hmm... pies....

Of course, we could show up with buckets of money to give to them. That's much closer to how it works :-)

All those years in accounting... and I never once used a bucket to store anything. I guess I was doing it wrong....

I believe Whaaaaandy has been twitching ever since he realized this aint just "business as usual." He and all his cronies thought they would waltz in three states, get a few people bitching, pay out a little dough and build there huge freakin UNNECCESSARY project and make huge profits while spreading the cost among millions of customers. He and the cronies thought nobody would pay attention or even care. HE THOUGHT WRONG. Whaaaaaandy has been very "twitchy" (albiet arrogant) ever since. If I were Whaaaaandy I would be getting my Resume in order. You can only keep giving your coporate daddys a black eye for so long. Eventually they will get tired of the constant emberrassment and find another incompitant lawyer to do there bidding.
