Dominion's Mount Storm-Doubs Rebuild Project

Read the comments of PJM member company Exelon regarding PJM's inclusion of Dominion's Mount Storm-Doubs rebuild project in the RTEP.

Exelon makes perfect sense here, however the Dysfunction Junction known as PJM chooses to sweep another issue under the rug.

Exelon correctly states that inclusion of this rebuild in the RTEP will socialize the cost of the project across the PJM region among those who will receive no benefit.  They also accurately surmise that the rebuild of this line is due to structural issues and lack of on-going maintenance and periodic upgrade.  If Dominion is allowed to let their infrastructure deteriorate to the brink of failure in order to socialize the cost and absolve themselves of the financial responsibility of maintaining their infrastructure, a dangerous precedent is set (dangerous for your wallet!)  It would most likely start a landslide of utilities ignoring maintenance of their lines until failure is imminent in order to save on O & M costs and have ratepayers pick up the tab.

So what the heck is Dysfunction Junction doing including this project in their Regional Transmission Expansion Plan?  There's a whole lot of subversive deception going on at PJM and none of the member companies want to be the child who points the finger and declares that the Emperor is naked, but naked he is indeed! 

Perhaps if PJM included Dominion's entire Alternative 1 in their RTEP it would make a whole lot more sense for inclusion as, "expansion of existing facilities with capacity additions required to maintain reliability or qualify as market efficiency projects".  However, PJM approval of Dominion's Alternative 1 would temporarily obviate the need for the PATH project, and PJM has just reaffirmed the need for PATH.

Too many lies always catch up with their owners eventually and turn them into The Village Idiot.  Congratulations, PJM!

Hmmm. I think PJM has gotten itself stuck between Dominion and PATH.

I wonder if PJM offered to let Dominion go for inclusion of this 500-kV line in the RTEP - thus giving it the opportunity to spread the cost and reap the benefit - as a way to shut them up about Dominion's Alternative 1, thus seeming to clear the way for PATH?

But Exelon has put its finger on the nub of the problem. The additional capacity of the Mt. Storm-Doubs line wasn't included in the RTEP!

Wanna bet it was because it would completely screw up the "reliability" claims that PATH has been making?

(On a side note, has everyone noticed how PATH and PJM have dumped the claim that the extra electricity is "needed" to meet future demands? It's been replaced with the equally bogus "reliability" argument.)

This family feud is going to get interesting - get your popcorn ready!

AND thieves like PATH get an added benefit: When the lights go out due to mismanaged distribution, cost cutting (a/k/a job cutting), neglect, and every other reason to redirect the investment into high return transmission projects, guess what happens? The useful idiots in the uneducated masses think "DUUUH, We need more power lines so the lights don't go out (drool-slurp)" The flames are fanned by PATH whose "education" team never bothers to teach anyone the fundamental difference between transmission and distribution.

As to Exelon, I'm waiting and watching. They are smart and infinitely more innovative than AEP and 'Allegheny' (Should we get used to using FirstEnergy instead?). Kudos to Ms. Ivey for a well-written, clear, substantive and insightful comment letter. Brava. However, I am still on alert to the angle of interest in PATH that Exelon has. They own the Peach Bottom nuclear facility (with substation expansion at the top of PJM's 'to do' list) on the cusp of PECO and PENELEC land - thus insulated from the harsh critics here in mountain land. The proposed Peach Bottom line runs right smack into the Kemptown substation, compeleting the WV to NJ chain of disaster.

I am hoping Exelon shifts its clever eyes away from Kemptown and PATH, and looks S-SE toward Atlantic off-shore wind. (That would also open up cooperation between them and Duke, the newest member-to-be of the PJM family) That would serve double duty to get public support for their interest in renewables, while taking some attention off controversial nuclear projects. Throw in some waterway HVDC (economies of scale growing fast)and some American made superconductor technology to support the addition of communications, and I do believe we could have a winner that I personally would support...not to mention the crushing squeeze of the Allegheny pimple (sorry couldn't resist the disgusting visual, but...)

Unfortunately I don't work for Exelon.
