All of the above EXCEPT "best practices." I don't think they ever heard of that one because its voluntary good behavior...not something they engage in. In fact, at the Frederick hearing, they were asked if they follow best practices in several contexts. They were baffled -- said they don't use them. They "meet all legally required standards." No raising the bar for these boys.
